WILLIAM1 PHILLIPS, HARTFORD FOUNDER was born in England, and died bef. 04 Dec 1655 in Hartford, CT (inventory) d. s. p.. He married ANN ROGERS?. She was born in England, and died bef. 13 Nov 1669 in Hartford, CT or Hadley, MA (inventory).

The date and place of birth of William Phillips is unknown, as is precisely when and to where he emigrated to the American Colonies. He was in Hartford by 1637, as he served in the Pequot War of that year. In the Hartford land inventory of February 1639/40 he held: two acres and two roods on which his dwelling house stood with gardens and yards, located on the south side of the road to Brick Hill; four acres of swamp on the east side of the Great River; and one rood in the Soldiers Field. He later acquired seven additional parcels of land.

He held the offices of chimney viewer in 1643, fence viewer in 1644, Selectman in 1650, and surveyor of highways in 1653.

His will was made in May 1653, and his inventory was taken 4 December 1655. He had no children.
