The origin, emigration, and first residence of Richard Billings is unknown. He was one of those to whom a lot was granted in Hartford in 1639/40, “if the Townsmen see no just cause to the contrarie”. He did not have a listing in the Hartford land inventory of February 1639/40. His home lot of about two roods can be found in the 1639/40 inventory of Richard Watt, listed as an abutting property. This lot was on the east side of the road to John Barnard’s between that of Thomas Bliss, Jr. and William Wesley, and was together with that of Samuel Gardner.

He was elected a chimney viewer in 1654 and 1658. He removed to Hadley, Massachusetts in 1661.
